REGIONAL EXPERTS MEETING

26th – 27th October, 2018 ARUSHA,

The Commission organized a regional experts meeting as per the EAC Calendar of activities to develop principles and guidelines that will guide Partner States in development of Kiswahili training programmes and manuals. Participants were from Government Ministries responsible for Kiswahili and Department/Agency in charge of Curriculum Development in Partner States.  Experts developed the following principles and guidelines.

 

 

Draft Principles and Guidelines

Clarity

The Commission, Partner States and other Kiswahili stakeholders need clarity on the following important issues: Purpose of the Training Programmes; Target group/s; Aims and objectives; Learning outcomes; Process plan; Responsibilities; Piloting and testing; Monitoring, Evaluation and Feedback.

Consistence

The workshop discussed and agreed that the design and development of Kiswahili Training Programmes is a process that may get derailed if not handled properly. Hence, there is need for consistency and focus on the main purpose.

Capacity

The workshop discussed and agreed on the need for assessment of capacity of teams to be involved in the design and development of Training Programmes; those who will be involved in the administration and logistics of piloting and delivery of the courses; overall management of the training programmes; types and levels of training courses; right teams and adequate resources.

Commitment

The workshop noted the importance of all stakeholder, involved in the development and implementation of Kiswahili Training Programmes to be committed. For the Training Programme and process to succeed, there is need for financial, administrative and logistical support. Lack of commitment may see efforts falter and programme not sustainable.
